Evaluate our strategy for creating new branches

      This is to come up with a comprehensive strategy for determining how we maintain multiple branches of our libraries.

      Libraries this applies to:

      Things to keep in mind:

      • master must to always have the latest changelog
      • We want to be able to easily backpatch changes.
      • We want to be able to develop next without having to keep all breaking changes in feature branches
      • We want next to always stay up to date with any changes in master
      • We want to be able to easily generate our documentation
