Fix socketTimeoutMS default

      According to the URI options spec, socketTimeoutMS should default to no timeout. We currently have a default of 360000 for socketTimeoutMS, which is used throughout native and core. We need to separate out the timeout required for SDAM so socketTimeoutMS can default to 0.
