Stop testing driver on invalid evergreen configurations

      Currently our evergreen builds are failing in the following configurations:

      • Carbon, Dubnium on Amazon Linux
      • Carbon, Dubnium on Debian 7.1
      • OSX

      I've opened up BUILD-7163 to discuss the OSX build failures, but the others are related to the fact that node is using C++14 for its builds. These will never be available on these ancient systems, so we should remove the systems outright or at very least reduce our testing surface there to just argon + boron.
