      To Reproduce:

      1. In native, modify transactions_tests.js such that the minPoolSize is 0
      2. Run the transactions tests against a sharded topology npx mongodb-test-runner -e sharded -l test/functional/transactions_tests.js -t 60000
      3. You should see a few tests time out on a find command
