As reported in HELP-11172, there is a design problem with node.js' CA implementation that produces this error message.

https://github.com/nodejs/node/issues/4175 contains more details on the hardcoded list at the root of the design problem.

A workaround is available via an environment variable https://nodejs.org/api/cli.html#cli_node_extra_ca_certs_file

While this could be considered as works as designed, it may warrant further investigation for NODE.
