Use duration of initial handshake if no roundTripTime value exists for server

      The server selection specification indicates:

      When there is no average RTT for a server, the average RTT MUST be set equal to the first RTT measurement (i.e. the first ismaster command after the server becomes available).

      We're not doing this, which can lead to negative roundTripTime
