peerDependency of mongodb-client-encryption on mongodb is too strict

      Now that the 4.x driver also works with the FLE addon, the peerDependency field should no longer specify ^3.4.0, because that would exclude 4.x versions. This currently prevents us from using npm@7.x in mongosh.
