Refactor the load balancer manual tests to run the regular test script.

Acceptance Criteria

• Remove the manual check:load-balancer script
• Update test suite metadata to detect a load balancer topology
• Run the normal npm test script with the detected topology.
• Update evergreen to eliminate any unneeded code.

Notes

• No backend project settings will need to be changed.
