AWS temp credentials need boto3 installed, currently macos doesn't have that and it is crashing the MacOS testing.

Acceptance Criteria

We should first see if we can install boto3 on macOS. If we cannot do that, we should skip these tests on macOS.

• DOCSP ticket, API docs, etc

• additional tickets to file, required releases, etc
