Include driver tests in BSON library's evergreen configuration

      To catch any regressions introduced by a change to the BSON library, we should consider running a subset of the driver test suite as part of the BSON library's test suite, at least in Evergreen. Additionally, we should look into triggering a waterfall patch for the driver each time the BSON library gets a new commit.
