Enable Initial DNS Seedlist Discovery Spec Tests

      What problem are you facing?

      The Initial DNS Seedlist Discovery Spec tests require certain environment configurations that we currently do not have in our EVG matrix. We should add these, and fix the tests to assert more expectations based on the error types.
