This work was originally part of NODE-4651.  However, there were a lot of failures in CI and it became difficult to reason about which changes were due to rhel8 and which were Node18 failures.

Acceptance Criteria

• As much of CI as possible should run on rhel8 instead of ubuntu
• If there are configurations that break on rhel8, consider breaking these into follow up tickets.  Some tasks don't run on the latest LTS so ubuntu18 will be fine for a while longer.
