      NODE-4696 implements handshake metadata truncation as defined by the spec.  The ordering of truncation may not be optimal for Node.

      Acceptance Criteria

      • Determine the optimal handshake truncation ordering for Node.  The ordering should prioritize information valuable to engineers and product.
      • Fix truncation order for handshake metadata.
