Search index failures are reported as System failures

      See the link below, this test failed but EVG reports it as a system failure, I believe we need to set the function that runs the test's "type" to "test" so it is not considered setup.

      Additionally, this is a new failure, although it appears to be entirely external, perhaps it is flakiness we can account for in the test (retry it?)
