Improve error text when MongoNetworkTimeoutError is thrown

      Instead of the error text just being "connection timed out", since the connection should only timeout as a result of connectTimeoutMS being exceeded change the message to: `connection timed out after ${connectTimeoutMS} ms (set by connectTimeoutMS)`
