      Use Case

      As a driver engineer,
I want to know which version of libmongocrypt is used at runtime,
So that we can skip tests based on libmongocrypt version.

We already expose the version of the shared library, this seems like an easy win for feature parity.

This enables us to skip tests based on libmongocrypt version, not just the version of our bindings.
