Resolve Deprecations in Zstd Github Actions

      There are currently a number of deprecations in our Github actions for the zstd CI. We may need to address these (maybe not) before migrating to C++ or revamping CI for SSDLC. Zstd is unlikely to be touched before then but could be a quick win. Also we could use this to update our Node version support.

      AC:

      • Update all the Github actions to most recent versions, switch to using environment files instead of set-output.
      • Remove support for Node 12 and 14.
      • Add support for Node 22
