      As a node driver engineer,
      I want the same release notes generation process for each of our packages,
      So that releasing is straightforward and easy.

      • Port the driver/bson release note tooling to all node team packages:
        • zstd
        • mongodb-client-encryption
          • We don't see a use case for public release notes for this package because everything is meant to be consumed from the driver
