NPM can't upgrade itself on Node22 (same problem we had with main repo), the fix should be similar to

AC:

all our repositories use pin versions of NPM on Node 22
follow-up ticket https://jira.mongodb.org/browse/NODE-7499 is updated to list all affected repositories
