Connect fails to localhost:27017 fails if network disabled on Windows

      @channel Just noticed this today - Compass doesn't connect to local MongoDB without Internet connection. Whaaaaaa?
      both [beta and stable] work fine as soon as connection is restored
      totally ruined my demo today...

      Unable to reproduce on macOS.

      Confirmed on Windows 8 VM. To reproduce, disable the network from Control Panel and try to connect with default values in Compass. The connection fails with driver error first connect to localhost:27017 failed. Entering `127.0.0.1` for the hostname works and is our recommended workaround. Re-enabling the network and attempting to connect again results in expected correct behavior.
