1.3.20 did not have a HISTORY update

      The HISTORY file distributed with 1.3.20 did not have a section for 1.3.20. It did have a section for 1.4, which contains two lines. It's unclear if these changes are in 1.3.20 or not, and since the V1.3.20 tag contains 129 git commits that V1.3.19 does not, it seems unlikely to me that those are all of the changes.
