Migrate tests to use a common URI environment variable

      We can test the waters by seeing how many of our standalone tests are already compatible with replica sets and shard clusters. Those tests that require a replica set will need to make use of new skip functions to check the topology type. Additionally, version-specific URIs (e.g. STANDALONE_30 should be ported to skip functions that check the topology's server version.
