This failure was introduced by ddfe1c3. The previous test used WC "majority", which was flaky for environments with multiple secondaries; however, changing the WC to use the total server count ended up introducing failures with the older RS configuration that includes an arbiter. The correct change is to count the total number of data-bearing nodes.
