Remove class_exists checks from SKIPIF blocks in Decimal128 tests

      Various test files for Decimal128 still have SKIPIFs for the class being defined. This dates back to the BSON_EXPERIMENTAL_FEATURES constant that was introduced in PHPC-758 but later removed in the final implementation PHPC-619. Since Decimal128 is always available in current versions of the extension, these SKIPIFs should be removed.
