PHP's server selection behavior has been explained many times in existing GitHub and JIRA issues. For the benefit of users, we should collect this content into a tutorial article and include it in either the PHPC or PHPLIB documentation.

If this is added to the PHPC manual, we can also use this as an opportunity to update the existing documentation for connection handling.
