Bump libmongoc requirement in config.m4 to 1.19.1

      This was missed when bumping to libmongoc 1.19-dev in ac49353 for PHPC-1761.

      Additionally, it looks like this was not caught earlier due to the build axis for custom libmongoc versions not working as intended (PHPC-1994).
