phongo_clientencryption_init uses wrong signature when compiling without CSFLE

      d8feba4 for PHPC-2038 neglected to update the signature of phongo_clientencryption_init when the extension is compiled without CSFLE support.

      This is not a build error, as the ClientEncryption.h header is not included from ClientEncryption.c (only Manager.c), so it need not be fixed in the 1.13.x branch.
