Similar to stub files for classes, function stubs allow us to generate arginfo from PHP code.
When building this, check if it's possible to have the stub files reside in the respective folders (i.e. src/bson for BSON functions and src/mongodb/monitoring for monitoring functions), as they all get used in php_phongo.c
