PECL no longer building Windows DLLs. The last successful Windows build was 1.13.0 on 2022-03-23: https://windows.php.net/downloads/pecl/releases/mongodb/

Windows builds across PECL have been broken since 2022-04-08 (see: https://news-web.php.net/php.internals.win/1241). To date, it doesn't appear that the a build server has been deployed, so the outage is ongoing.
