Atlas connectivity tests fail on free-tier cluster due to expired certificate

      Summary of necessary driver changes

      • The values for atlas_free and atlas_srv_free within drivers/atlas_connect have been updated.
      • For drivers that pull these connection strings directly from AWS Secrets Manager, no changes should be needed but they should confirm that connectivity tests are now passing.
      • Drivers that have yet to integrate with AWS Secrets Manager may need to manually fetch the new connection strings and update their Evergreen secrets.

      I first noticed this when implementing PHPC-2395, but the error actually predates rotation of the Atlas credentials in DRIVERS-2923.
