      PHP 7.4+ relies exclusively on pkg-config to detect OpenSSL (php/php-src@fe8fdfa).

      FreeBSD compatibility was discussed as a reason to preserve legacy detection behavior in CheckSSL.m4; however, https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=266051 reports that both stable/13 and stable/12 (now EOL) include pc files for OpenSSL.

      Consider removing all legacy detection logic for OpenSSL.
