php/php-src#7249 introduced a @not-serializable attribute for stubs, which sets the ZEND_ACC_NOT_SERIALIZABLE flag on the zend_class_entry struct.

After upgrading to PHP 8.1, we can remove the PHONGO_CE_DISABLE_SERIALIZATION macro (introduced in PHPC-1922) and switch over to using the stub attribute.
