Use git submodule for drivers-evg-tools

      drivers-evergreen-tools has seen changes that break builds at times. It would be better if we could manually upgrade drivers-evg-tools instead of auto-updating (through checking out the latest version during the build) to avoid random issues when it's updated upstream.

      The GitHub Actions workflows that use drivers-evg-tools also need to import actions from the submodule, not from the repository.
