Test that server selection throws ConnectionTimeoutException

      Currently, when we hit ?serverselectiontimeoutms=10 a generic RuntimeException is thrown.

      This should probably be ConnectionException or something.
      It may also not exist in the future, depending on PHPC-252 ...

      In any case, the manager-set-uri-options-002.php test needs to be updated to change the Exception expectations.
