https://pharext.org is a standalone extension installer where the end-user doesn't need any additional installer (such as pecl, composer, or whatnot).

This would allow us to distribute, if needed, two seperate packages (one for PHP5 and one for PHP7).

currently we upload the vanilla package.tar.gz to GitHub, would be nice to upload this one.

Should be easy to auto-generate using our 'make release' target.
