We should validate that a read preference tag set is an array of documents when applying URI options (i.e. php_phongo_apply_rp_options_to_uri()) and constructing a ReadPreference object.

As mentioned in mongodb/mongo-php-driver#384, libmongoc may segfault when encountering unexpected BSON for the tag set.
