Update PHP driver to test in Evergreen

      This is still blocked on the build team.

      2018-11-09 : Target date 2018-12-14
      No longer blocked on build team so work has started.

      2018-12-21 : Updated target date 2019-01-18 (Adding 4weeks)
      Progress is slow, couple of outstanding build tickets and holidays.

      2019-01-18 : Updated target 2019-02-01 (adding 2weeks)
      More build issues have come up. Currently debugging SSL issues. Difficult to estimate target date due to Build dependency.

      2019-02-01 : Work has been paused in favor of spec work.

      2019-02-15 : Updated target date 2019-03-01
      Jeremy has resumed work on this. Adding two weeks.
