Timestamp constructor should take timestamp before increment

      PHPC's current API was based on a typo in the BSON spec (DOCS-9384). This is a breaking change, so we will need to wait until the next major version to resolve this.

      For what it's worth, the legacy driver's MongoTimestamp class has the correct order.
