localThresholdMS of zero is not supported

      This is a tracking ticket for CDRIVER-2056. Currently, libmongoc considers zero to be unset and instead uses the default value for localThresholdMS. Due to a separate bug in CDRIVER-2057, that default is also incorrect (15 seconds instead of 15 milliseconds); however, we can address the incorrect default with PHPC-917 in advance of a libmongoc fix.
