Create a script for sync unified spec files with driver repository

      The process to import test files from specifications to the PHPLIB repository is not documented.

      The goal is to create a script to be run locally, that will copy JSON files to their target location. The mapping of source->target will be in this script, so that we don't have to search when updating.

      This will make it easier to update all the spec files when minor changes are applied (like this commit).
