Unified tests in retryable-writes/handshakeError.json were introduced in 5a4ee68 for PHPLIB-1132 (updating runOnRequirements).
These tests were originally intended to be introduced in mongodb/mongo-php-library#1011 for PHPLIB-1033 and PHPLIB-1042, but that work is blocked on libmongoc. We should temporarily skip the failing tests in handshakeError.json on pending PHPLIB-1033 and PHPLIB-1042.
Note: test failures were only observed on serverless because we do not test other environments with auth. An auth replica set environment is slated to be introduced in mongodb/mongo-php-library#1011.
