libmongocrypt 1.13+ is only available in unreleased PHPC 2.2.0, so we need to test with the upcoming extension version in GitHub Actions and Evergreen. This commit shows undoing those changes: https://github.com/mongodb/mongo-php-library/commit/e76d9f5e4c95976ce3a600682f293b1c5e6c6f58

Note: changes in .evergreen/config/generated are done by changing files in .evergreen/config/templates, then running .evergreen/config/generate-config.php

Testing:

• local testing can be done by running make install in the v2.x branch of PHPC
• CI testing through GitHub Actions is available for branches prefixed with feature/
• CI testing through Evergreen is available through evergreen patch:

  evergreen patch -u -y -p mongo-php-library-2.x --browse
