Several tests in the retryable writes and transactions spec test suites make use of the useMultipleMongoses field and require a URI with multiple mongos nodes. A test environment should be added to ensure these test cases are executed.

Rather than create a new test environment, we can probably use the existing sharded environment to always have multiple mongos nodes and allow the spec test runner to modify the URI as needed.
