Drop support for PHP 7.1

      Dropping PHP 7.1 allows us to gradually start introducing types into our API, as PHP 7.2 now allows for proper covariance and contravariance when checking method signatures in inherited classes.

      Note: The PHP language compat table in docs-ecosystem will need to be updated as well.
