Update PhpStorm stubs for optional second parameter in Binary constructor

      The PhpStorm stub for Binary::__construct() was never updated for PHPC-2101.

      This also wasn't included when recently updating stubs for v1.16 in PHPORM-27, so I assume the process is not automated.

      Rather than make a PR just for Binary, I'll leave this open in case other changes from PHPC v1.15 were also missed.
