      MongoDB 3.4 adds support for maxTimeMS in the parallelCollectionScan command. Add **kwargs support to the Collection.parallel_scan method.

      Note that **kwargs support existed, undocumented, previous to 3.0, but was removed because parallelCollectionScan had no options.
