Fix changelog links to Jira versions

      Jira 7 removed the ability for unauthenticated users to see project versions, or "roadmaps" (e.g. https://jira.mongodb.org/projects/PYTHON/versions/18721). PyMongo links to versions of the PYTHON project in each release entry in the changelog. Most of those are broken now for unathenticated users.

      Switch each link to the Jira "release notes" page for the release version.
