Update testing on Evergreen distros that MongoDB no longer supports

      Starting with MongoDB 4.0, Debian 7 and Ubuntu 12 are no longer supported. We still want to test PyMongo on those distros since they ship ancient versions of Python 2.7 we still need to support. Update the Evergreen config to create a "doesn't support 4.0+" section, move Debian 7 to it, and add Ubuntu 12.
