Stop requiring enableTestCommands

      Various tests fail if enableTestCommands is disabled (the default) in the server. I'm not sure when this happened, but we used to skip tests that require test commands when those commands were not enabled. End users and developers outside of MongoDB should be able to run the test suite without failures regardless of availability of test commands.
