OS removals for MongoDB 4.2

      The following OS / CPU arch combinations are tested by PyMongo in Evergreen. None of them will be supported by MongoDB 4.2:

      Remove Debian 8 x86_64
      Remove Ubuntu 14.04 x86_64
      Switch Ubuntu 16.04 ARM to Ubuntu 18.04 ARM for MongoDB 4.2+

      We'll have to add a os-no-42-plus section to the evergreen config and move these combination there.
